FMVSS No. 136 Electronic Stability Control Systems On Heavy Vehicles

This Preliminary Regulatory Impact Analysis examines the impact of the proposal to establish Federal Motor Vehicle Safety Standard (FMVSS) No. 136, Electronic Stability Control Systems (ESC) on Heavy Vehicles.

ESC is one of two types of stability control systems that have been developed for heavy vehicles. The other one is roll stability control (RSC) which is designed primarily to mitigate on-road, un-tripped rollovers. ESC, on the other hand, not only includes the RSC functions but also is designed to mitigate loss-of-control (LOC) crashes that are caused by yaw instability. The National Highway Traffic Safety Administration (NHTSA, the agency) is proposing ESC for addressing both first-event rollover and LOC crashes.
